Full Bill

WHEREAS, In 2017, Mayor Kenney signed onto “Mayors For 100% Clean Energy,” joining 99 other mayors in vowing to support a vision of 100% clean and renewable energy; and

WHEREAS, This year, Mayor Kenney has committed the City of Philadelphia to achieving carbon neutrality by 2050; and

WHEREAS, Facilitating the use of electric vehicles in the City of Philadelphia is listed as a future initiative for the City of Philadelphia; and

WHEREAS, The Office of Fleet Management (OFM) is a centralized agency responsible for strategic planning, acquisition, and maintenance of vehicles and large equipment to support citywide functions; and

WHEREAS, OFM is responsible for the acquisition, assignment, and maintenance of approximately 6316 vehicles and equipment at the lowest long-term cost to Philadelphia taxpayers; and

WHERES, OFM currently has nearly 500 electric and hybrid vehicles, including 384 hybrid electric vehicles, 49, plug-in electric vehicles, 33 plug-in hybrid electric hybrid vehicles, and 9 compressed natural gas vehicles; and

WHEREAS, OFM maintains vehicles for 43 departments and operates 16 repair and maintenance facilities located throughout Philadelphia and 64 fuel sites citywide; and

WHEREAS, Electric vehicles have greatly expanded their market share, performance, and cost effectiveness and municipalities nationwide have begun integrating them into their fleets; and

WHEREAS, The City of Philadelphia can integrate the process for the use of electric vehicles within the City of Philadelphia; now, therefore, be it

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA

, That the City Council calls on the City of Philadelphia Office of Fleet Management to develop and execute a Request for Proposals for additional electric vehicles and the charging station infrastructure for such vehicles in the City of Philadelphia’s fleet.
