Recognizing and honoring the life and service of Pennsylvania State Troopers Martin F. Mack III and Branden T. Sisca.

WHEREAS, Pennsylvania State Troopers Martin F. Mack III and Branden T. Sisca were tragically killed in the line of duty in the early hours of Monday, March 21, 2022; and

WHEREAS, The troopers were fatally struck by a driver on I-95 in South Philadelphia while trying to assist a pedestrian walking along the highway; and

WHEREAS, The pedestrian was also struck and killed by the driver, whose blood-alcohol level was twice the legal limit according to news reports; and

WHEREAS, Mack and Sisca - just 33 and 29 years old respectively - graduated as members of the 141st and 161st cadet classes and spent their entire careers assigned to the Patrol Section of Troop K in Philadelphia; and

WHEREAS, State Police leadership praised the men as dedicated public servants of character who embodied the department's core values of honor, service and integrity; and

WHEREAS, Both men were also devoted, loving husbands, fathers, and leaders in the community; and

WHEREAS, Mack resided in Bucks County with his wife and young children. He was a member of the St. Mark Parish; and

WHEREAS, Sisca resided in Montgomery County with his wife, who is expecting their first child. He served as a Fire Chief of the Trappe Fire Company in Montgomery County; and

WHEREAS, As Governor Wolf noted in a statement, this tragic incident is an all too common reminder of the tremendous risk and sacrifice untaken by members of law enforcement; and

WHEREAS, Mack and Sisca will forever be remembered and honored by the City of Philadelphia, and the entire Commonwealth of Pennsylvania, for their courageous service and ultimate sacrifice; now, therefore, be it

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby recognizes and honors the life and service of Pennsylvania State Troopers Martin F. Mack III and Branden T. Sisca.

FURTHER RESOLVED, That an Engrossed copy by presented to the families of Martin F. Mack III and Branden T. Sisca, and to the Troop K Command, further evidencing the sincere respect and admiration of this legislative body.
