Full Bill

WHEREAS, During a career spanning more than 50 years, Sklaroff participated in landmark cases in Pennsylvania law and guided major construction projects that have shaped the Philadelphia skyline; and

WHEREAS, Sklaroff founded the Real Estate Department at Ballard Spahr, leading the Department for 25 years, during which he served as counsel to many of Philadelphia’s most iconic institutions and has dedicated thousands of pro bono hours to worthy individuals, organizations, and causes; and

WHEREAS, Sklaroff also founded and chaired the Development Workshop, Inc., an organization that works to promote job creation and economic development in the Philadelphia region; and

WHEREAS, Skarloff served in City government, including as Chair of the Philadelphia Historical Commission and Deputy Executive Director of the Philadelphia Redevelopment Authority; and

WHEREAS, Active in the local legal community, Sklaroff was the founding Chair of the Real Property Section of the Philadelphia Bar Association and is a recipient of the Section’s highest honor, the Harris Ominsky Award, in recognition of his legal talent and achievements, contributions to the public interest, and integrity; and

WHEREAS, Sklaroff has been called “the Dean of Philadelphia real estate lawyers” for his comprehensive knowledge of real estate law and his professionalism in applying it. He is a devoted student of Philadelphia as well as of zoning, planning, historical preservation, and other areas of real estate law; and

WHEREAS, Sklaroff has earned respect across industries for his decades of service to preserve, create, and enhance the landmarks-new and old-that make Philadelphia a world-class city; now, therefore, be it

RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby honors and recognizes Attorney Michael Sklaroff for his profound imprint on the legal history of Pennsylvania and the development of the City of Philadelphia on the occasion of his retirement.
