Full Bill

WHEREAS, James Rice was educated in the Philadelphia public school system and is a proud graduate of Overbrook High School. He then went on to study at Cheyney University, obtaining a bachelor's and two master's degrees, while continuing to work in the barbershop five days a week; and

WHEREAS, In 1970, he enlisted in the Army Reserves where he served for six years. After his service James began his teaching career in the Philadelphia public school system teaching at various schools until his retirement in 2008; and

WHEREAS, Rice’s Barbershop was founded in 1951 in West Philadelphia, and James began developing his skills behind the barbering chair at age eleven. He has been perfecting his craft in the Carroll Park section of the City for over 50 years; and

WHEREAS, Rice’s Barbershop has been a constant presence in a neighborhood that has seen many changes over the years. They have offered free haircuts to those who could not afford them, supported local fundraisers, and assisted other businesses in the community. James has also employed men who were previously incarcerated to help them create job stability and to serve their community; and

WHEREAS, James is a member of Second Antioch Church located at 912 41st St. He is currently the chairman of the trustee board and volunteers with the food cupboard that provides food to those in need; and

WHEREAS, James has been a part of many people’s lives all over the City of Philadelphia. Even though he is retiring, his presence will still resonate in the community. His service to the citizens of Philadelphia should be honored and commemorated; now, therefore, be it

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That is hereby also names the 5900 Block of Media Street as “James Rice Way”, in honor of James Rice, the owner of Rice’s barbershop, which has served the Carroll Park neighborhood of Philadelphia since 1951.

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to James Rice as a sign of the sincere admiration and respect of this legislative body.
