March 22, 2023 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning without my signature Bill Number 230001, which was passed by Council at its session on March 9, 2023. This Bill further defines and clarifies the definition of a "Recognized Leaders from Community Organizations" as set forth in Section 3- 911 of the Philadelphia Home Rule Charter, as persons whose service as members of the Zoning Board of Adjustment (ZBA) enjoys the support of two or more Recognized Community Organizations. The prescriptive ZBA membership requirements of Bill Number 230001 would make it even more difficult to attract members to the ZBA. A Recognized Leader from a Community Organization should not just be limited to the definition prescribed by this Bill. The ZBA is already operating under challenging circumstances with ever growing lists of increasingly complicated cases.
