July 26, 2023 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning without my signature Bill Number 230005 which was introduced into City Council by Councilmember Harrity on February 10, 2022. Bill Number 230005 removes gendered language relating to same-sex and same-gender couples, expanding access to Life Partnerships regardless of gender. My administration believes that the existing policies around Life Partnerships and marriage are sufficient and have been reviewed extensively by the Law Department. Respectfully, JAMES F.
