Full Bill

WHEREAS, Dr. Daphne Owen, MD, has been a volunteer at Puentes since 2009. In her time at Puentes, Daphne has worked as a volunteer in various capacities from receptionist to after-school program leader, to physician. In her current role as Director of Medical Education and Development, Daphne oversees student volunteers at the Puentes clinic and recruits and coordinates clinical volunteers; and

WHEREAS, In fostering community growth, Daphne has been committed to ensuring a special learning experience for student volunteers at the Puentes clinic, alongside expansion of their network of volunteer health professionals; and

WHEREAS, Daphne has a passion for empowering students’ success and a commitment to hard work, taking on the challenge of starting a small after-school education program for second and third graders as part of Puentes, all during her gap year before medical school, alongside other dedicated members of Puentes; and

WHEREAS, Daphne graduated from the Perelman School of Medicine in 2015, working there as well as at Puentes. She later became the assistant medical director at Puentes, and when she completed her residency in 2019, she was offered a position among the Emergency Medicine faculty at Penn; and

WHEREAS, Through her work at Puentes, she has saved generations of families. Her work has been, and will forever continue to be, lauded by those who have needed it most. Daphne has also received the 2018 Next Generation Leadership Award from the United Way of Greater Philadelphia and Southern New Jersey. This award recognizes a woman under 35 who has shown exceptional leadership and service. Daphne won the award for her contributions to Puentes de Salud; now, therefore, be it

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it does hereby recognize and honor Dr. Daphne Owen, MD, for her dedicated work as a doctor, an activist, and a role model for generations of Philadelphians today and tomorrow.

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Daphne Owen as evidence of the sincere sentiments of this legislative body.
