Full Bill

WHEREAS, Louis Crump and Charles Franklin, affectionately known as Lou and Choo, co-founded Lou and Choo’s Lounge at 2101 Hunting Park Avenue, Philadelphia, PA, in December 1984; and

WHEREAS, Lou and Choo’s Lounge has grown from a business venture into a renowned gathering place and unofficial tourist attraction, celebrated for its ballroom dancers’ marquise and its role as an iconic community venue; and

WHEREAS, The establishment has provided employment for hundreds of local residents and engaged in numerous philanthropic activities, including financial support for youth sports groups, donations to women’s shelters, and sponsorship of toy drives for low-income families; and

WHEREAS, Lou and Choo’s Lounge has also sponsored community picnics and political awareness events, earning the admiration and respect of neighbors, patrons, and politicians alike; and

WHEREAS, The lounge stands as a testament to three generations of patrons who continue to gather, celebrate life, and maintain enduring relationships, with former patrons returning to reconnect with old friends; and

WHEREAS, The dedicated service and philanthropy of Lou and Choo have made them role models for community engagement and have significantly contributed to the quality of life in the surrounding area; and

WHEREAS, The proposed renaming of Blaybon Street to Lou and Choo Way will service as a lasting tribute to the vision, dedication, and contributions of Louis Crump and Charles Franklin, ensuring that their legacy is honored and remembered for generations to come; now, therefore, be it

RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby renames the 3700 block of Blaybon Street “Lou and Choo Way” to honor the contributions of Lou and Choo’s Lounge.

FURTHER RESOLVED, That an Engrossed copy of this Resolution be presented to Louis Crump and Charles Franklin as a token of the sincere admiration of this legislative body.
