Full Bill

WHEREAS, Andre D. Carroll is a community leader, organizer, and activist from the Germantown section of Northwest Philadelphia. He is a product of public education from Germantown High School; and

WHEREAS, Carroll has served as a substitute teacher in the School District of Philadelphia and organized for various causes and initiatives affecting Northwest Philadelphia and the City at large. Further, he has spent time in the Philadelphia City Controller’s Office of Community Engagement and served as Community Engagement Liaison for Senator Anthony Williams in the 8th Senatorial District; and

WHEREAS, On September 17, 2024, Carroll garnered the required votes to earn him a victory in the special election for House District 201, which spans the Germantown, Logan, and West Oak Lane sections of Northwest Philadelphia; and

WHEREAS, Upon his inauguration, Carroll will be the first openly gay person to represent H.D. 201 and among only a few in the Pennsylvania General Assembly at large; and

WHEREAS, On Monday, September 30, 2024, Carroll will be inaugurated to his new position as State Representative at a ceremony in the Pennsylvania State Capitol; and

WHEREAS, This Council commends Mr. Carroll for rising to the occasion to fill House District 201’s vacant seat, allowing the voice of the constituents of H.D. 201 to continue to be represented through the end of the 2024 legislation session; now, therefore, be it

RESOLVED, That the COUNCIL OF THE CITY OF PHILADELPHIA, Does hereby honor and congratulate State Representative-Elect Andre D. Carroll on the occasion of his special election victory in Pennsylvania House District 201.

FURTHER RESOLVED, That an Engrossed resolution be presented to Andre D. Carroll, further evidencing the sincere admiration and respect of this legislative body.
