WHEREAS, Menstrual health is a critical yet often overlooked aspect of public health and equity, affecting thousands of students across Philadelphia; and
WHEREAS, Many students in Philadelphia’s public schools experience period poverty, lacking access to affordable and adequate menstrual products, which can lead to missed school days and negative health outcomes; and
WHEREAS, An estimated 416,000 girls and women of menstruating age in Pennsylvania live below the federal poverty line; and
WHEREAS, The Philadelphia Youth Commission and Students Against Period Poverty have led efforts to raise awareness, advocate for policy changes, and distribute menstrual health products to students in need; and
WHEREAS, Ensuring access to menstrual health products in schools aligns with the broader goal of educational equity, allowing all students to fully participate in their education without unnecessary barriers; and
WHEREAS, Addressing period poverty requires collaboration among government, schools, and community organizations to create sustainable and effective solutions; now, therefore, be it
RESOLVED, THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby commends the collaborative efforts of the Philadelphia Youth Commission and Students Against Period Poverty to expand awareness and access to menstrual health products, and affirms that the Council will work to ensure equitable and easy access to menstrual health products within the City’s public schools.
