Amending Chapter 9-800 of The Philadelphia Code, entitled "Landlord and Tenant," to place limits on late fees that may be charged to residential tenants, all under certain terms and conditions.

AI summary

This bill, which is currently in committee, would prohibit landlords and other property managers from charging late fees, interest, or similar penalties when residential tenants withhold rent or deduct repair costs because of serious housing-condition problems. The protection would apply when the withholding or deduction follows the City Rent Withholding Act or is supported by a court or Commission determination and required notice to the landlord.
