Full Bill

WHEREAS, On April 12, 2025, the Governor's Mansion, the official residence of Governor Josh Shapiro, was targeted in a reprehensible act of political violence endangering Governor Shapiro and his family and causing significant property damage; and

WHEREAS, The assailant acting alone and armed with two improvised explosive devices in a deliberate act of terror aimed at causing destruction and fear, carried out the attack during Passover, a major Jewish holiday commemorating escape from physical and spiritual slavery in Mitzrayim that has been celebrated by Jewish communities for more than 3,000 years; and

WHEREAS, Investigators described this as a politically motivated act of hatred and domestic terrorism, posing as a direct threat to public servants as well as civilians, and undermining the foundation of our democratic institutions; and

WHEREAS, The principles of democracy and civil society are founded on respect for the rule of law and peaceful discourse; and

WHEREAS, The courageous efforts of first responders highlighted the dedication and professionalism of our emergency services, who acted swiftly to contain the fire and ensure the safety of all individuals in the vicinity; and

WHEREAS, Their bravery and commitment to protecting our communities during such critical events deserve our utmost recognition and gratitude. Through their responsiveness, authorities were able to quickly apprehend the suspect and contain the fire, limiting the extent of damages; and

WHEREAS, The responsive and heroic actions of first responders reflect our country’s ability to bounce back in the face of hatred and division; and

WHEREAS, We acknowledge the ongoing investigation into this heinous act and support the prosecution of the individual responsible for breaking into Governor Shapiro's home and committing this violent act; now, therefore, be it

RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby condemns the act of arson committed against Governor Shapiro, his family, and staff at the historic Pennsylvania Governor's Residence, express gratitude to first responders for their heroic efforts responding to the fire, and denounce all forms of political violence.

FURTHER RESOLVED, That we extend our heartfelt thanks to the first responders who bravely confronted the dangers posed by the firebombing and acted to protect the lives and reduce damage to property.

FINALLY RESOLVED, That we urge all members of our community to stand united against political violence and to support the rule of law as we work towards a safer, more respectful society for all.
