This bill changes the rules for city contracts that are not bid on competitively, which means the city doesn't have to get multiple offers before choosing a company to work with. The bill requires the city to keep better records and report when it uses these exceptions. This affects city departments and companies that work with the city on contracts.

Amending Chapter 17-1400 of The Philadelphia Code, entitled "Non-Competitively Bid Contracts; Financial Assistance," to modify exceptions and provide for reporting and recordkeeping in connection with invocation of such exceptions, all under certain terms and conditions.
