September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250292, introduced by Councilmember Quetcy Lozada, and passed by City Council on June 05, 2025. Bill Number 250292 would expand certain commercial business curfews by including the entire Seventh and Eighth Council Districts. When the initial series of business curfew bills passed last year, this administration welcomed their enactment. This decision was based on the limited scope of the prior legislation and its focus on areas with a documented history of late-night crime and disorder. This targeted approach has allowed the administration to deploy limited resources more effectively, focusing on locations where late-night business activity has had the greatest impact on public safety.
