Bill Number 250331 would allow the creation of an Anti-Displacement Fund for residential tenants who cannot stay in their homes because the building they live in has been closed due to a cease operation order. While protecting vulnerable tenants is a laudable goal, given the length and complexity of the Code enforcement process associated with this ordinance, we are concerned about the efficacy of using violations as sources of revenue.
