Title 16 of The Philadelphia Code is hereby amended to add a new Chapter as follows:
CHAPTER 16-300. MAINTENANCE AND SUPERVISION
CHAPTER 16-313. FIRST AID AND OVERDOSE PREVENTION SUPPLIES IN CITY VEHICLES
(1) Purpose.
(a) The purpose of this Chapter is to promote public health and safety by requiring all City-owned vehicles to be equipped with a basic first aid kit and opioid antagonist medication that can reverse the effects of an opioid overdose, as a proactive measure to reduce preventable deaths related to opioid overdoses.
(2) Definitions.
(a) City-Owned Vehicle. Any motor vehicle owned, leased, or operated by the City of Philadelphia or any of its departments, agencies, or offices.
(b) First Aid Kit. A basic collection of medical supplies designed to provide initial care for illness or injury.
(c) Opioid Antagonist. A medication approved by the FDA to reverse the effects of an opioid overdose.
(d) Department. The Department of Public Health of the City of Philadelphia.
(3) First Aid Kit and Opioid Antagonist Requirement.
(a) No later than six (6) months after the effective date of this Chapter, all City-owned vehicles must be equipped with:
(.1) A basic first aid kit meeting the minimum standards established by the Department; and
(.2) A dose of a Department-approved opioid antagonist, such as naloxone (Narcan), , and personal protective equipment for administering an opioid antagonist.
(b) Each Department shall be responsible for:
(.1) Ensuring compliance with this requirement;
(.2) Designating an employee or employees who will coordinate with the
Department of Public Health to receive training on the storage, handling, and administration of naloxone;
(.3) Replacing used or expired medications and supplies in a timely manner.
(4) Department of Public Health Responsibilities.
(a) Establish minimum standards for the contents of the required first aid kits and the form and type of opioid antagonist;
(b) Provide annual optional training and educational resources for City personnel who want to be educated on how to administer basic first aid and/or an opioid antagonist;
(c) Develop a procedure for use of the first aid kit and/or opioid antagonist to be reported to the City;
(d) Coordinate procurement and distribution of first aid kits and an opioid antagonist in a cost-effective manner;
(e) Monitor compliance and submit an annual report to City Council detailing implementation status, training outcomes, and usage data.
(5) Exemptions.
(a) The Department of Public Health may, in consultation with the Office of Fleet Management, grant exemptions to certain classes of vehicles where installation or storage of such kits is not practical due to size, function, or safety concerns.
(6) Enforcement and Compliance.
(a) Each City department shall certify compliance with this ordinance on an annual basis to the Department of Public Health.
(b) The Office of Fleet Management shall assist in tracking and auditing compliance across the City fleet.
