THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Chapter 21-1600 of The Philadelphia Code is hereby amended as follows:
§ 21-1606. Housing Trust Fund Annual Report.
(1) The Housing Trust Fund (“the Fund”) shall submit an annual report to Council by August 1 of each year detailing the revenue and disposition of funds to the Housing Trust Fund in the prior fiscal year.
(2) The annual report shall include the following:
(a) Payments into the Housing Trust Fund: A project list containing a separate entry for each project in which the owner made a payment to the Housing Trust Fund in lieu of providing affordable housing pursuant to 14-702(7)(b)(.6). Each entry on the project list shall include:
(i) the name of the party who entered into the agreement with the Department of Planning and Development;
(ii) the total amount paid;
(iii) the address of the project;
(iv) the Council District of the project;
(v) the aggregated dollar amount of contributions by Council District.
(b) Projects, programs and services funded by the Housing Trust Fund:
(i) The amount spent in each Council District on all projects, programs and services from the Non-Recording Fee Subfund;
(ii) If there is a program or service that is not tracked by address of the
beneficiary: a description of the program or service, the total amount spent, the number of people served, and an explanation of why it is not feasible to track the program or service by address of the beneficiary.
(3) If the Housing Trust Fund needs to seek any of the information listed in (2)(a) from the City, it shall be promptly provided to the Housing Trust Fund by the City for inclusion into the City Council report.
SECTION 2. Section 1 of this Ordinance shall be effective immediately.
