WHEREAS, The Council of the City of Philadelphia acknowledges that parking management, traffic flow, sidewalk access, and the removal of abandoned vehicles directly shape neighborhood safety, mobility, and quality of life; and
WHEREAS, Since becoming Executive Director, Rich Lazer has led the Philadelphia Parking Authority (PPA) in a renewed commitment to residents, improving agency responsiveness, modernizing operations, and prioritizing issues long raised by neighborhoods across the city; and
WHEREAS, Under his leadership, PPA has significantly increased enforcement on illegal sidewalk parking that blocks pedestrian access and presents serious risks to seniors, families, and residents with disabilities; and
WHEREAS, PPA has expanded action against illegally parked tractor trailers in residential areas, collaborating with Council offices and community groups to address noise, safety hazards, and street congestion; and
WHEREAS, The Authority has accelerated the towing and removal of abandoned and derelict vehicles, clearing long-neglected cars from blocks and improving public safety, cleanliness, and curb accessibility; and
WHEREAS, PPA has improved parking management Citywide by helping residents resolve permit problems, processing meter concerns more quickly, and providing clearer guidance for residential parking needs reflecting a shift toward better customer service and easier navigation of PPA systems; and
WHEREAS, Recent reporting has highlighted a cultural shift within PPA toward greater transparency, improved communication, and stronger neighborhood partnership, marking a notable change from the agency’s historically enforcement-heavy reputation; and
WHEREAS, PPA has worked closely with Council and disability-rights advocates to implement new City legislation expanding disability access and protections, ensuring more consistent enforcement of disability parking spaces, curb ramps, and pedestrian pathways, and improving accommodations for residents with mobility needs; and
WHEREAS, These efforts reflect a broader vision in which the Philadelphia Parking Authority is not solely an enforcement entity, but a partner in neighborhood improvement supporting safer streets, accessible sidewalks, cleaner blocks, and an overall better experience for Philadelphians; now, therefore, be it
RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Recognizes and honors Rich Lazer for his leadership in strengthening the Philadelphia Parking Authority, improving quality-of-life outcomes across neighborhoods, and ensuring the Authority’s work aligns with the City’s commitment to accessibility, mobility, and resident-focused service.
