WHEREAS, The City of Philadelphia is experiencing a banner year, as 2026 will likely bring more than a million people from across the world to Philadelphia for a multitude of events. Culture across the City is thriving, and Black women leaders have led the effort to put Philadelphia’s best foot forward, ensuring the spirit and voice of our people are resonant throughout the City; and
WHEREAS, Val Gay has served as creative director for the City’s cultural entrepreneurship ahead of 2026. She has worked tirelessly to show Philadelphia in its best light, make our events more accessible, and facilitate the massive tourism influx our City will soon experience. Her steady hand has supported critical decision-making guided by the clear directive to showcase our culture, and the evidence of that work continues to shine throughout the City; and
WHEREAS, Vashti DuBois has served as Founder and Executive Director of the Colored Girls Museum in Germantown. The Museum is a unique space for and testament to the experiences and history of the ordinary-colored girl, a living memoir informed by its community. Vashti and her partners have devoted countless hours to ensuring the sanctity, beauty and communality of the space, which has become a headquarters for culture in the City of Philadelphia; and
WHEREAS, Facetta Garrison-Greene has devoted years of exemplary service to the City of Philadelphia, her community, and Philadelphia Parks and Recreation. Facetta’s visionary leadership at The Dell Music Center and her willingness to share her wisdom has ensured that Black music, culture, and legacy are celebrated and protected for future generations. Her cultural stewardship and constant guidance have left an indelible mark on Philadelphia; now, therefore, be it
RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby recognizes, honors and celebrates Vashti DuBois, Val Gay, Facetta Garrison-Greene, and the Black women who are leaders of culture and arts in the City and devote their lives to improving the arts and culture of Philadelphia, on Black History Month.
FURTHER RESOLVED, That three Engrossed copies of this Resolution be presented to Vashti DuBois, Facetta Garrison-Greene, and Val Gay as evidence of the admiration and respect of this Council.
