This bill would allow the School District of Philadelphia to collect a tax on rides from companies like Uber and Lyft when the ride starts in Philadelphia. The tax would be on the passenger, not the driver. The money collected would go to the School District of Philadelphia.

March 11, 2026 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am submitting herewith for the consideration of your Honorable Body the following proposed Ordinance: AN ORDINANCE Amending Chapter 19-1800 of The Philadelphia Code, entitled "School Tax Authorization," to a add a new Section 19-1808, entitled "Authorization of Rideshare Use Tax," to authorize the Board of the School District of Philadelphia to levy a tax upon the use by a passenger of a transportation network company for a prearranged ride that originates in Philadelphia; all under certain terms and conditions.
