The City of Philadelphia is creating a revised 5-year financial plan that covers the years 2027 through 2031, with some changes also made to the current fiscal year 2026. March 11, 2026 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am transmitting for the consideration of your Honorable Body a draft of a Resolution entitled: RESOLUTION Providing for the approval by the Council of the City of Philadelphia of a Revised Five Year Financial Plan for the City of Philadelphia covering Fiscal Years 2027 through 2031, and incorporating revisions with respect to Fiscal Year 2026, which is to be submitted by the Mayor to the Pennsylvania Intergovernmental Cooperation Authority pursuant to an Intergovernmental Cooperation Agreement by and between the City and the Authority. This Resolution has my approval and therefore I respectfully request that this Honorable Body give it your favorable consideration. Respectfully, Cherelle L. Parker Mayor
