WHEREAS, Donna Ann Reed Miller was born on September 29, 1946, in Philadelphia, Pennsylvania, the eldest of five children of Elisha “Sonny” Reed and Alice Turner-Reed. Raised in a family rooted in faith and service, she graduated from Germantown High School, studied at Temple University, and earned a master’s degree in social work from Antioch University; and
WHEREAS, Donna Reed Miller was a devoted mother and a compassionate community leader whose early organizing in Germantown reflected her lifelong commitment to equity, economic opportunity, and neighborhood empowerment; and
WHEREAS, Donna Reed Miller served on the Philadelphia City Council representing the Eighth District from 1996 to 2012, where she distinguished herself as a thoughtful and effective policymaker focused on improving quality of life for all residents; and
WHEREAS, Her legislative leadership advanced major initiatives including the Clean Indoor Air Act to protect public health, “Ban the Box” policies to expand employment opportunities for returning citizens, and efforts supporting public safety and neighborhood revitalization while prioritizing strategies that balanced enforcement with prevention and community trust; and
WHEREAS, Throughout her career, Donna Reed Miller was a tireless champion for policies that improved the daily lives of Philadelphians. She fought for affordable housing, recognizing that stable homes are the foundation of strong communities. She advanced economic development initiatives that created opportunities for working families and small businesses; and
WHEREAS, Donna Reed Miller remained committed to public service beyond her time in office, continuing to uplift communities and mentor future leaders, leaving a lasting legacy across Philadelphia; now, therefore, be it
RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby designates the corner of E. Haines Street and Morton Street as “Donna Reed Miller Way,” in honor of her extraordinary public service, impactful policy achievements, and lasting contributions to the people of Philadelphia.
FURTHER RESOLVED, That an Engrossed copy of this Resolution be presented to the family of Donna Reed Miller in recognition of her legacy.
