WHEREAS, Pastor Dicie Gilmore is a lifelong north Philadelphian, mother, and community leader whose life journey reflects resilience, accountability, and transformation, having made the conscious decision to change her path in order to raise her children with integrity and purpose; and

WHEREAS, Pastor Dicie has demonstrated extraordinary courage as a parent by instilling strong values in her children, holding them accountable for their actions, and working to guide them away from cycles of violence and crime; and

WHEREAS, Pastor Dicie experienced the profound tragedy of losing her son to gun violence, an unimaginable loss that has deeply impacted her life and strengthened her commitment to preventing similar tragedies for other families; and

WHEREAS, In the face of grief, Pastor Dicie chose a path of healing and love, even extending compassion and guidance to the individual responsible for her son’s death, exemplifying remarkable forgiveness and moral leadership; and

WHEREAS, Pastor Dicie has since dedicated herself to uplifting her community through consistent acts of service, including organizing food giveaways, supporting families in need, and leading mutual aid efforts that provide critical resources to underserved residents; and

WHEREAS, Through her work with young people, Pastor Gilmore has become a trusted mentor and advocate, helping to steer youth away from violence and toward positive opportunities, often intervening directly and effectively without reliance on formal systems; and

WHEREAS, Pastor Dicie’s grassroots leadership has had a meaningful impact in neighborhoods across Philadelphia, particularly in communities affected by gun violence, where her voice, presence, and lived experience offer both guidance and hope; now, therefore, be it

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby honors and recognizes Pastor Dicie Gilmore for her unwavering commitment to community service, her leadership in mutual aid and food distribution efforts, and her extraordinary resilience in the face of personal tragedy.

FURTHER RESOLVED, That an Engrossed copy of this Resolution be presented to Pastor Dicie Gilmore as an expression of the sincere admiration and gratitude of the Council of the City of Philadelphia.
