May 07, 2026 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I have hereby signed six bills associated with Bill Number 260060, introduced by Councilmember Kendra Brooks, and passed by City Council on April 23, 2026. When this legislative package of seven bills was heard by the Committee of the Whole, members of my administration testified, affirming that I unequivocally understand and appreciate the intent to ensure the safety for some of Philadelphia's most vulnerable. That remains true. I also affirm the vitality of Philadelphia's wonderfully diverse and vibrant immigrant communities. This is why I have publicly affirmed that Executive Orders No. 8-09 and 5-16 - the City's immigration policies - will continue to be the policies of the Parker administration, as they have been the policies of past mayors. TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA:

I have hereby signed six bills associated with Bill Number 260060, introduced by Councilmember Kendra Brooks, and passed by City Council on April 23, 2026. When this legislative package of seven bills was heard by the Committee of the Whole, members of my administration testified, affirming that I unequivocally understand and appreciate the intent to ensure the safety for some of Philadelphia’s most vulnerable. That remains true. I also affirm the vitality of Philadelphia’s wonderfully diverse and vibrant immigrant communities. This is why I have publicly affirmed that Executive Orders No. 8-09 and 5-16 - the City’s immigration policies - will continue to be the policies of the Parker administration, as they have been the policies of past mayors.
