Full text

WHEREAS, Since a May 2022 change to the City’s Home Rule Charter, Section 3-911 of the Charter requires Council confirmation of the Mayor’s appointment to the Zoning Board of Adjustment (“ZBA”); and

WHEREAS, Section 3-911 of the Charter requires that members of the Board must have “a demonstrated sensitivity to community concerns regarding development and the protection of the character of Philadelphia’s neighborhood;” and

WHEREAS, The membership of the ZBA must include an urban planner, an architect, an attorney with zoning experience, a person with experience in the construction industry, and at least two recognized leaders from community organizations; and

WHEREAS, The Mayor has nominated Layla Bibi to serve on the ZBA; and

WHEREAS, Layla Bibi has a demonstrated sensitivity to community concerns regarding development and the protection of the character of Philadelphia’s neighborhoods; and

WHEREAS, Layla Bibi is a recognized community leader; now, therefore, be it

RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADLEPHIA, Confirms the appointment of Layla Bibi to serve on the Zoning Board of Adjustment.
