TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA:
I am hereby returning unsigned Bill Number 260303, introduced by Councilmember Nina Ahmad, and passed by City Council on July 11, 2026. Bill Number 260303 creates various duties for City agencies that perform U- and T- Visa investigations and certification applications. This federal program was created by Congress in 2000 through the Victims of Trafficking and Violence Protection Act (TVPA) to encourage immigrant victims of serious crimes to cooperate with law enforcement without the fear of deportation consequences. The program allows certain crime victims who assist police or prosecutors in investigations to seek lawful immigration status through U.S. Citizenship and Immigrations Services (USCIS).
Currently, recognized as a federally certifying agency, the Philadelphia Police Department (PPD) existing practices have been consistent with the requirements set forth in this Bill. The PPD has historically acknowledged receipt of U-Visa requests, provided written notice and explanations for denials, and conducted subsequent reviews when additional information became available. The Department continues to support immigrant victims of qualifying crimes who cooperate with investigations while also strengthening trust and cooperation between law enforcement and immigrant communities.
For these reasons, I am returning Bill Number 260303 unsigned.
