WHEREAS, Hispanic Heritage Month is celebrated annually from September 15, 2026 through October 15, 2026 as a time to honor the histories, cultures, traditions, and contributions of Hispanic and Latino communities throughout the United States, including the proud heritage and lasting legacy of the Puerto Rican community; and
WHEREAS, Hispanic Heritage Month grew out of Hispanic Heritage Week, first established in 1968 through legislation introduced by California Congressman George E. Brown and formalized through Public Law 90-48. In 1988, Congress expanded the observance to a full month through Public Law 100-402, recognizing the importance of celebrating the histories, cultures, and contributions of Hispanic and Latino Americans; and
WHEREAS, For generations, Puerto Rican families have called Philadelphia home, putting down roots, building neighborhoods, and helping shape the City we know and love. Through their strength, resilience, and unwavering sense of community, Puerto Rican Philadelphians have made an indelible mark on our City’s history, identity, and future; and
WHEREAS, Philadelphia’s Puerto Rican community continues to uplift our City through its leadership in business, education, government, public service, the arts, healthcare, and civic engagement. From small businesses and community organizations to neighborhood leaders and advocates, Puerto Rican Philadelphians work every day to create opportunity, support families, and build a stronger Philadelphia for generations to come; and
WHEREAS, The rich cultural traditions of Philadelphia’s Puerto Rican community are woven into the very fabric of our City, expressed through music, dance, language, food, faith, festivals, and the institutions that bring neighbors together. These traditions celebrate a proud heritage, strengthen community bonds, and enrich the cultural life of Philadelphia; and
WHEREAS, Each year, Philadelphia celebrates Puerto Rican Festival Week from September 20 through September 27, culminating in the Puerto Rican Day Parade, a cherished celebration that brings families, friends, and neighborhoods together to honor Puerto Rican history, culture, resilience, and pride; and
WHEREAS, The Puerto Rican community’s contributions to Philadelphia extend far beyond Hispanic Heritage Month. Through generations of service, advocacy, civic participation, and community leadership, Puerto Rican Philadelphians continue to open doors, uplift the next generation, and help create a City where every family can thrive; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby recognizes September 15, 2026, through October 15, 2026, as Hispanic Heritage Month as well as Puerto Rican Festival Week from September 20, 2026 to September 27, 2026 in the City of Philadelphia, and celebrates the rich history, vibrant culture, enduring traditions, and extraordinary contributions of Philadelphia’s Puerto Rican community. The Council encourages all Philadelphians to join in honoring the generations of Puerto Rican families, leaders, workers, artists, advocates, and community builders whose pride, resilience, and love for Philadelphia continue to make our City stronger, more vibrant, and more united.
