WHEREAS, House Bill 1678, introduced by Representative Elizabeth Fiedler, would extend Pennsylvania’s gross receipts tax to covered digital advertising services displayed to users within the Commonwealth; and
WHEREAS, The House of Representatives passed the bill on June 9, 2026, by a bipartisan vote of 139 to 63, and the bill was referred to the Senate Finance Committee on June 18, 2026, where action remains pending; and
WHEREAS, The House-passed legislation would apply a combined five-percent tax to covered receipts and exempt advertising displayed on digital interfaces owned or operated by broadcast or news media entities; and
WHEREAS, The bill would dedicate receipts to a restricted account for additional local school real-estate-tax rebates for qualifying households with an individual age 65 or older, providing a means to address rising property-tax burdens on older homeowners; and
WHEREAS, Philadelphia has an interest in helping older residents remain in their homes and in ensuring that businesses earning revenue from digital advertising in Pennsylvania contribute to the Commonwealth’s revenue base; now, therefore, be it
RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby urges the Pennsylvania General Assembly to enact House Bill 1678 of the 2025-2026 Regular Session and calls upon the Senate Finance Committee and the full Senate to advance the legislation promptly.
