WHEREAS, Officer Melvin “Kil” Kilgore devoted more than twenty-five years of service to the Logan community of Philadelphia, earning the respect and admiration of generations of residents, young people, families, and fellow law enforcement officers; and
WHEREAS, Officer Kilgore’s commitment to public service extended far beyond the traditional responsibilities of his badge, as he consistently demonstrated a deep and personal concern for the safety, dignity, development, and well-being of the residents he served; and
WHEREAS, Officer Kilgore became affectionately known throughout the Logan community as “Kil,” a testament to the personal relationships he developed with residents and young people and to the trust he earned through years of consistent presence, compassion, mentorship, and service; and
WHEREAS, Officer Kilgore played an important role in the Logan Police Athletic League (Logan PAL), which served as a safe haven and second home for countless neighborhood youth, creating an environment where they could develop confidence, discipline, friendships, leadership skills, and a sense of belonging; and
WHEREAS, Officer Kilgore understood that effective community policing requires meaningful relationships between law enforcement officers and the people they serve, especially the youth. He fostered relationships based upon trust, respect, mentorship, and mutual responsibility.
His discipline was rooted in care, and his structure was grounded in love

WHEREAS, Officer Kilgore’s involvement in youth programs and community services reflected his belief that investing in children and young people is an essential part of building safer,
stronger, and more cohesive neighborhoods; and
WHEREAS, Officer Kilgore’s legacy has continued through the generations of children and families he touched, including those who have gone on to become parents, professionals, scholars, athletes, community leaders, and responsible citizens; and
WHEREAS, The Philadelphia City Council joins the residents of Logan in expressing its profound gratitude to Officer Melvin “Kil” Kilgore for his extraordinary dedication to the community and his lasting contribution to the City of Philadelphia; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the 1100 Block of West Rockland Street shall be honorarily designated “Officer Melvin Kilgore Way,” in recognition of Officer Melvin “Kil” Kilgore’s dedicated service to the Logan community, his commitment to Philadelphia youth, and his enduring legacy of community service, mentorship, leadership, and public safety.
FURTHER RESOLVED, That an Engrossed copy of this Resolution be presented to Officer Kilgore’s family as a sincere expression of the gratitude and appreciation of the Philadelphia City Council and the residents of the Logan community for his extraordinary service.
