The enacted ordinance prohibits people from gambling, attempting to gamble, or operating gambling activities on Philadelphia streets, sidewalks, other public rights-of-way, and property owned by the City or another public agency. Violations can result in fines of up to $300; repeat violations can also bring up to 90 days in jail, and authorities may seize up to $300 in identifiable gambling proceeds.

Amending Chapter 10-600 of The Philadelphia Code, entitled "Public Places --- Prohibited Conduct," by adding new sections prohibiting gambling and conducting gambling operations on a public right-of-way, or on property owned by the City or other public agency; prohibiting individual or group observation of such activity or operation, and providing penalties for violations, all under terms and conditions.
