ADOPTED

The adopted resolution calls on the Pennsylvania Legislature to impose a two-year moratorium on executions and the signing of death warrants while conducting a fair and impartial study of how the death penalty is applied. It also calls for the moratorium to continue until concerns about the death penalty’s legal, racial, economic, moral, and ethical effects are resolved; the resolution does not itself change Pennsylvania law.

Calling for a moratorium on the imposition of any death penalty in the Commonwealth of Pennsylvania until a fair and impartial study of the application of the death penalty is conducted.
