The enacted measure adds a 2% tax on qualifying vehicle rentals when the renter takes possession of the vehicle in Philadelphia. Vehicle rental companies must collect and send the tax to the City, and the revenue is placed in a special fund for capital projects and related debt service.

Amending Title 19 of The Philadelphia Code, entitled "Finance, Taxes and Collections," by adding a new Chapter imposing a tax on the rental of vehicles; all under certain terms and conditions.
