This enacted ordinance added Philadelphia rules barring the sale or offer for sale of box cutters, similar utility knives, and their replacement blades to anyone under 18. Sellers also may not place these items on open, publicly accessible display without employee assistance, and violations may result in fines of up to $300.

Amending Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity" by adding a new Section 10-828 entitled "Prohibition on Sale of Box Cutters and Similar Utility Knives to Persons Under the Age of Eighteen," all under certain terms and conditions.
