This enacted measure adds a Philadelphia rule prohibiting a person from wearing a mask, hood, or other face-covering device on public or private property in the city when intending to intimidate or threaten someone, or to hide their identity while committing unlawful activity, unless the property owner or occupant gives written permission. It says constitutionally protected speech is not covered and sets a minimum fine of $75 for violations.

Amending Title 10 of the Philadelphia Code, entitled "Regulation of Individual Conduct and Activity," prohibiting concealed identities in certain instances.
