The enacted ordinance grants Girish P. Sanghvi, owner of the newsstand at Tenth and Market streets, permission to install and maintain underground electrical and telephone/fiber optic lines beneath parts of Tenth and Market streets to serve the newsstand. The permission is subject to city permits, utility-company approvals, an agreement with the City, financial security and insurance, maintaining a clear sidewalk, and other conditions; it expires if the required agreement and conditions are not completed within one year, and it also requires $200 to be paid into the City Treasury within 60 days.

Granting permission to Girish P. Sanghvi, owner of the newsstand located on the northwest corner of Tenth and Market streets, to construct, use and maintain an electrical conduit and electrical service line and a fiber optic conduit and telephone service line in and under the public rights-of-way of Tenth street and Market street for the purpose of supplying electrical service and telephone service to his newsstand, under certain terms and conditions.
