The enacted ordinance authorizes the Philadelphia Authority for Industrial Development to apply for up to $34 million in Pennsylvania Capital Redevelopment Assistance grants for improvements or development involving Blue Horizon, Nueva Esperanza, Latino performing arts centers, the Congreso de Latinos Unidos Community Center, the Please Touch Museum, and The Franklin Institute. It also authorizes grant agreements and requires the City or designated project recipients to cover costs above the grant amount and reimburse the Commonwealth for certain ineligible or incomplete project expenses.

Authorizing the Philadelphia Authority for Industrial Development ("PAID") to file an application with the Office of the Budget, Commonwealth of Pennsylvania, under the Capital Redevelopment Assistance Program, in an aggregate amount not to exceed Thirty-four Million Dollars ($34,000,000) to assist in the development of the Blue Horizon, Nueva Esperanza, Asociacion de Musicos Latinos Performing Arts Center, the Congreso de Latinos Unidos Inc. Community Center, the Please Touch Museum, and the Franklin Institute.
