This enacted ordinance changes Philadelphia’s pension rules for police officers receiving service-connected disability benefits. Officers injured by violent actions directed at them or the public, or while performing heroic action in an emergency in the line of duty, are exempt from reductions based on outside earnings; other affected police officers have their earnings offset changed to $1 less in monthly benefits for every $3 earned, with the offset ending at age 65. The changes apply to police members who separated from City employment on or after March 30, 1993, subject to the ordinance’s eligibility conditions.

Amending Title 22 of The Philadelphia Code, entitled "City of Philadelphia Public Employees Retirement Code," to provide that police officers injured as a result of performing heroic action in the line of duty are exempted from the earned income offset applied to members receiving service-connected disability benefits, and amending the amount of offset with respect to other police officers, all under certain terms and conditions.
