This enacted ordinance authorizes the Philadelphia Authority for Industrial Development to apply to Pennsylvania’s Capital Redevelopment Assistance Program for up to $57,327,600 for improvements and development at 14 facilities and sites, including the Philabundance Hunger Action Center, Manayunk Canal, Cobbs Creek Environmental Education Center, YMCA facilities, the Pennsylvania Academy of the Fine Arts, and the National Constitution Center. It also authorizes a grant agreement and requires the City or designated project recipients to cover costs above the grant amount and reimburse the Commonwealth for certain ineligible or unfinished project expenses.

Authorizing the Philadelphia Authority for Industrial Development ("PAID") to file an application with the Office of the Budget, Commonwealth of Pennsylvania, under the Capital Redevelopment Assistance Program, in an aggregate amount not to exceed Fifty-seven Million Three Hundred Twenty-seven Thousand Six Hundred Dollars ($57,327,600) to assist in the development of the Philabundance Hunger Action Center, Manayunk Canal, Pennsylvania Port of Technology, Cobbs Creek Environmental Education Center, Peoples Emergency Center, West Philadelphia YMCA Annex, International House, Christian Street YMCA Center, Association of Puerto Ricans on the March, House of Umoja, Chelten/Wayne Development, Dorothy Emmanuel Recreation Center, Academy of Fine Arts, and National Constitution Center.
