This enacted ordinance grants Herman Hinton, the owner of a newsstand on Fairmount Avenue near Nineteenth Street, permission to install and maintain overhead electrical and telephone lines across the public right-of-way to serve the newsstand. The permission is subject to City rules, required permits and approvals, an agreement with the City, insurance and bonding, utility approvals, and keeping the footway clear.

Granting permission to Herman Hinton, owner of the newsstand located on the north footway of Fairmount avenue near the northwest corner of Nineteenth street and Fairmount avenue, to construct, use and maintain overhead electrical and telecommunication lines from existing utility poles over and across the public right-of-way for the purpose of supplying electrical and phone service to his newsstand, under certain terms and conditions.
