This enacted ordinance grants PF.Net, Inc., and its successors permission to build, operate, maintain, replace, and remove a telecommunications system in or along specified Philadelphia streets and public rights-of-way, including parts of Market Street, Cobbs Creek Parkway, Walnut Street, 23rd Street, Lombard Street, and 27th Street. The company must obtain required approvals and permits, meet Department of Streets requirements, provide insurance and a bond, pay applicable fees, and cover relocation costs if its facilities interfere with future public improvements. The ordinance does not authorize PF.Net to provide cable service or video programming to Philadelphia subscribers.

Granting permission to PF.Net, Inc., its successors and assigns, to construct, maintain, operate, replace and remove a telecommunications system along, over, in and under the public rights-of-way and City streets and/or to place such telecommunications system within the existing facilities owned by Verizon-PA, PECO Energy Company, Southeastern Pennsylvania Transportation Authority, CSX Corporation, Norfolk Southern Corporation, Consolidated Rail Corporation Shared Assets, AT&T or other entities holding a grant pursuant to other City ordinances; all under certain terms and conditions.
