The enacted ordinance grants Global Crossing Local Services, Inc., and its successors permission to use existing conduit and fiber and to construct, operate, maintain, replace, and remove telecommunications conduits in specified Philadelphia streets and public rights-of-way serving five properties. The work must follow Department of Streets requirements and other permits, and Global Crossing must pay applicable fees, cover relocation and restoration costs, reserve one conduit for City use at no cost, and meet bonding and insurance requirements.

Granting permission to Global Crossing Local Services, Inc., its successors and assigns to construct, maintain, operate, replace, and remove a telecommunications system under certain public rights-of-way and City streets, and or to place such telecommunications system within existing duct facilities holding a legal grant pursuant to other City ordinances, and to lease telecommunications systems or portions of a telecommunications system holding a legal grant pursuant to other City ordinances; all under certain terms and conditions.
