This enacted bill authorizes Philadelphia’s Commissioner of Public Property to acquire specified lots and any buildings within the area bounded by Lehigh Avenue, 28th Street, Oakdale Street, and 29th Street for public library purposes. The City may purchase the property or use condemnation if an agreement with the owners cannot be reached, and may close one three-foot alley and establish two others as part of the project.

Authorizing the Commissioner of Public Property to purchase in lieu of condemnation, or to select and appropriate, certain lots or parcels of ground within the area bounded by Lehigh avenue, Twenty-eighth street, Oakdale street, and Twenty-ninth street, for public library purposes, under certain terms and conditions.
