The enacted bill authorizes changes to the City Plan that remove Willard Street between Memphis and Agate Streets and Agate Street between Willard and Westmoreland Streets. It reserves 50-foot and 40-foot rights-of-way in those areas for drainage, water-main, and gas-main purposes, subject to agreements, bonds, payments, and required adjustments by the affected property owners or other responsible parties.

Authorizing the revision of lines and grades on a portion of City Plan No. 196 by striking from the City Plan Willard street from Memphis street to Agate street and Agate street from Willard street to Westmoreland street, and reserving and placing on the City Plan two rights-of-way for drainage purposes, water main and gas main purposes, under certain terms and conditions.
