The vetoed bill would have allowed people to be appointed to most Philadelphia civil service jobs without already living in the city. Those employees would have had to establish and maintain city residency within six months of appointment; civil service laborers would still have needed to live in Philadelphia for at least one year before appointment.

Amending Section 20-101 of The Philadelphia Code, entitled "Residence Requirements," by providing that an employee in the civil service need not be a bona fide resident of the City when appointed, but must establish and maintain bona fide residence in the City within six months after appointment.
