This enacted ordinance authorizes the City to move a 50-foot-wide right-of-way 30 feet south within the former Mifflin Street area between Water Street and Swanson Street. The right-of-way is reserved for drainage, water-main, and gas-main purposes, and affected property owners or other parties involved must meet conditions including granting access, covering required infrastructure changes and related costs, and protecting the City from damage claims.

Authorizing the revision of City Plan No. 19-S by relocating a certain right-of-way for drainage purposes, water main purposes and gas main purposes lying within the lines of former Mifflin street between Water street and Swanson street, under certain terms and conditions.
