The enacted ordinance prohibits street vending on both sides of the 1600 and 1700 blocks of Callowhill Street and on both sides of 16th Street between Vine and Hamilton Streets. It also prohibits sidewalk sales on the 1600 block of Callowhill Street and creates a special vendor district on Callowhill between 15th and 16th Streets, with two assigned vendor locations and a $3,000 annual fee for vendors there.

Amending Title 9 of The Philadelphia Code, by amending Section 9-203 relating to Street Vendors and Section 9-205 relating to sidewalk sales, by prohibiting street and sidewalk vending on certain portions of Callowhill and Sixteenth streets and creating a special vendor district on certain portions of Callowhill street, under certain terms and conditions.
