The enacted ordinance changes Philadelphia’s rules for carnivals. It requires a Temporary Carnival License to operate any ride or attraction, limits licenses to eight consecutive days and one per location each year, and sets conditions including inspections, tax compliance, closing by 11 p.m., and preventing disorder. Operating without a license can result in a $300 fine for each ride or attraction and an immediate order to stop operations.

Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by amending Section 9-105, entitled "Penalties" and Section 9-702, entitled "Carnivals" providing for increased penalties and licensing conditions for carnivals, all under certain terms and conditions.
