This enacted ordinance requires owners of piers and other waterfront structures along the Delaware and Schuylkill rivers and nearby estuaries to arrange structural inspections and submit reports to the Department of Licenses and Inspections every three years and after major damage-causing events. The inspections must cover above-water and underwater portions and be conducted by qualified professionals; reports can lead to required repairs, load limits, barriers, or closure, and a structure may be considered unsafe if its owner misses an inspection or reporting deadline.

Amending Title 4 of The Philadelphia Code ("The Philadelphia Building Construction and Occupancy Code"), Subcode "PM" (The Philadelphia Property Maintenance Code), by amending Section PM-304.0 entitled "Exterior Structure" and by amending Section PM-307.0 entitled "Unsafe and Unfit Structures and Equipment" by adding provisions regulating the maintenance and inspection of piers and other waterfront structures, all under certain terms and conditions.
