The enacted measure requires structures in the Educational Use Group that are owned or operated by entities receiving substantial City funding to obtain a special inspection certificate each year before they can be occupied, with inspections covering fire, safety, electrical, lead paint, water quality, and other property-related hazards. It also requires annual reports identifying the certification status of these structures and applies certain lead-paint safety requirements to buildings occupied by children.

Amending Title 4 of The Philadelphia Code ("The Philadelphia Building and Occupancy Code"), by requiring that special certificates of inspection must be issued in connection with structures in Use Group E, the Educational Use Group, on an annual basis in order for such structures to be occupied, establishing certain reporting requirements regarding the inspections performed in connection with applications for such certificates, and making certain lead paint requirements applicable to such structures, under certain terms and conditions.
