The enacted ordinance grants Payal News, which operates the newsstand at Eleventh and Market Streets, permission to install and maintain electrical and telephone conduits under the public right-of-way to serve the newsstand. The permission is subject to required permits and agreements, utility approvals, insurance, restoration of affected sidewalks and streets, and maintaining a clear footway.

Granting permission to Payal News, owner of the newsstand at the northwest corner of Eleventh street and Market street, to construct, use and maintain an electrical conduit with an electrical service line and a telecommunications conduit with a telephone service line in and under the public rights-of-way for the purpose of supplying electrical service and telephone service to the newsstand, under certain terms and conditions.
